the hatreds and the tragedies that are so often history's most enduring legacy, from Poland to Armenia, and which scar national cultures. With the retreat of the tanks, the past has reemerged and everything must be renegotiated. Otherwise, the tanks will surely return. The reunion of people and their histories will create national, religious, linguistic, and cultural identities, including dangerously nostalgic ones, which won't necessarily respect today's map. The dreams of new alliances and new associations, reminiscent of the Austro-Hungarian Empire, of the Hanseatic League, of the Baltic states, the Prussian Empire, or the Ottoman Empire, have been incited. The task of integrating Eastern Europe with the rest of the continent isn't assured. In a way, the Oder-Neisse line resembles a border between North and South more than East and West. The association of the East with Western Europe will only succeed if the West aids in lessening the imbalances so that convergence can work. For example, Western exports must be allowed in so that the Czechs, Poles, or Hungarians can earn foreign exchange to finance their imports.

Debts must be rescheduled and interest rates reduced so that scarce capital can be used for development. Projects such as a unified telecommunications system and joint financing of a continent-wide infrastructure, a common environmental protection agency, or joint business ventures, as well as common administrative law and tax regulations, would help cement continental unity.
